ROADS, CHANNELS AND PORTS ENGINEER (ICCyP) and MASTER in TRAFFIC ENGINEERING from the Polytechnic University of Madrid.
More than 25 years of professional experience in ROADS in ROAD SAFETY, CONSERVATION, ROAD OPERATION.
He has held various positions of responsibility in the current Ministry of Transport and Sustainable Mobility (MTyMS), as Advisor to the Minister in infrastructures and safety and Safety Advisor in the former Ministry of Public Works, as well as Deputy Assistant Director-Coordinator of road safety in the DGC (General Directorate of Roads).
He currently holds the position of HEAD OF THE ROAD SAFETY UNIT in the DGC of the MTyMS, and is responsible for the road safety management system, specific road safety improvement programmes and the evaluation and classification of the safety of state roads in the DGC of the Ministry of Transport and Sustainable Mobility (accident rate analysis, accident concentration sections, sections with a high potential for safety improvement, guidelines for management procedures, road safety audits and inspections, evaluation and classification of the safety of the network -Network-wide Road Safety Assessment and ,…) and is the DIRECTOR AND TEACHER OF THE TRAINING PROGRAMMES of the State’s ROAD SAFETY AUDITORS as well as responsible for the ACCREDITATION, CERTIFICATION AND REGISTRATION OF AUDITORS.
He has been in charge of the transposition of the European Directives on road infrastructure safety management (Directive 2008/96/EC and 1936/2019), implementation of their procedures, preparation of the guidelines for their application in Spain and their development and monitoring in the State Road Network (RCE).
He is also CHAIRMAN of the National Road Safety Committee of the ATC (Technical Road Association) and member of several International Road Safety Committees, such as the World Road Association (WRA/PIARC) and the Conference of European Directors of Roads (CEDR), as well as member of national experts in different Road Safety Committees of the European Commission (High Level Group on Road Safety -High Level Group on Road Safety-, Road Infrastructure Safety Management Committee, Road Safety Experts Committee, Road Safety Development Indicators Committee).
